In India gli sfollati manifestano sott’acqua

Coloro che hanno perso case e terre per la costruzione delle dighe nella valle di Narmada hanno scelto una forma di protesta estrema, di fronte alla mancanza delle compensazioni: si lasceranno annegare, se il governo dello Stato non rispetta la legge

Sono a mollo da cinque giorni gli “sfollati” indiani che hanno perso le proprie case a causa della costruzione della dighe Omkareshwar e Indira Sagar, nella valle di Narmada, nello Stato del Madhya Pradesh. 
Una forma di protesta estrema, contro il governo e l’impresa che ha costruito le due centrali idroelettriche, Narmada Hydroelectric Development Corporation (NHDC): si tratta, infatti, di un "jal satyagraha", una forma di protesta gandhiana che i manifestanti non hanno intenzione di interrompere, anche se li porterà a perdere la vita.
Chiedono, in questo modo, che vengano tutelari i loro diritti, di fronte alla decisione dell’impresa che -violando le disposizione dall’Alta Corte e della Suprema Corte- ha iniziato ad innalzare il livello dell’acqua all’interno delle dighe, sommergendo le terre e le case degli sfollati, senza garantire loro alcuna forma di risarcimento.
Il Narmada Bachao Andolan, il movimento nato per opporsi alla costruzione delle dighe nella valle, che sta accompagnando la protesta, ha promosso un’azione urgente, chiedendo di inviare lettere (sotto) al primo ministro dello Stato del Madhya Pradesh (che è socio di NHDC per chiedere di riportare il livello dell’acqua a 189 metri nella diga Omkareshwar e a 260 metri nella Indira Sagar, e di riconoscere un risarcimento a tutti gli sfollati concedendo loro terra.
Con un giudizio del maggio 2011, la Corte aveva stabilito che le autorità avrebbero dovuto garantire almeno due ettari di terra ad ogni sfollato prima del completamento della diga. 2.500 persone restano però in attesa della compensazione.

Subject : Urgent action regarding oustees of Omkareshwar and Indira
Sagar Dams.

Dear Sir,

We have learnt with deep shock that the water level in Omkareshwar and Indira Sagar dams in the Narmada Valley have been illegally raised causing submergence of numerous lands and houses of oustees of these dams. Oustees of these dams have not been rehabilitated and resettled as per rehabilitation policy by giving them agricultural land and other rehabilitation entitlements. Although the Supreme Court has clearly ordered that these oustees have to be rehabilitated 6 months before
submergence, thousands of families who are yet to be rehabilitated are now being submerged in complete violation of Supreme Court and High Court orders.
We have also learned that many oustees have been standing in Omkareshwar dam water and also in Indira Sagar dam, demanding reduction in water level and rehabilitation before submergence. It is extremely disturbing
that the oustees have to embark on Jal Satygraha to get their due rehabilitation rights.

We, therefore request you to immediately order reduction in water level in Omkareshwar dam to 189 meters and in Indira Sagar Dam to 260 meters and rehabilitate all the oustees by giving agricultural land and other rehabilitation entitlements.
